Presidents and other politicians almost always rely on pre-written speeches, when addressing the public. It is rare for a leader to not have words prepared for them, by a on-staff speech writer. That is certainly true for Joe Biden, who has marked many events with odd, out-of-place, or confusing comments.
It appears Biden has a knack for going “off-script.” But these little trips away from the teleprompt often go awry. Recently, Biden appeared at a Congressional Democrat event. During his remarks, he praised the “Congressional Black Caucus,” a powerful group of Democrats who work within the House. However, he was not speaking to this group.

President Biden complimented the merits of the “Congressional Black Caucus” during a speech to the Congressional Hispanic Caucus Thursday, his third public speaking gaffe in just two days…“…my dad used to say, ‘Everyone, everyone is entitled to be treated with dignity and respect.’ The Congressional Black Caucus embodies all those values.”
The incident took place the day after he forgot to shake the hand of Brazilian President Luiz Inácio Lula da Silva, known as “Lula,” before leaving a joint press conference and, later that night, repeated the same story at a fundraiser just minutes apart.
Biden made a particularly embarrassing gaffe while speaking before the Congressional Hispanic Caucus. While trying to allegedly pander to the group, referencing the Bible and “Sister Norma,” he called the group before him the “Congressional Black Caucus.”
It appears from video footage of the moment, that Biden was reading from a teleprompter. Either, he misread what appeared or his speech writer made a terrible mistake. Based on many past gaffes, it is likely Biden made this mistake himself.
This comes after a series of odd and troubling moments for the 80-year-old Democrat. For years, critics have raised awareness of these moments. Yet the Democratic Party has refused to confront the “elephant in the room.”
Donald Trump, as well as many Republicans, has demanded Biden take a cognitive test. But neither his administration nor his campaign is willing to release the results of those tests if any have been conducted.
Biden has had a rocky relationship with minority Americans. He has been criticized for confused, sometimes insulting, comments towards people of color. No doubt, there will be some black and Hispanic Americans offended by this mistake.
