Investigation Shows Terror Groups Received Billions in U.S. Foreign Aid Under Biden

The American taxpayer has long been the backbone of global humanitarian efforts. For generations, our nation’s generosity has reflected the values and compassion that make America exceptional. But what happens when that generosity is betrayed? And more importantly, who’s responsible for letting it happen?

Recent investigations have uncovered a disturbing pattern of mismanagement and negligence in America’s foreign aid programs during the Joe Biden administration. The findings paint a troubling picture of American tax dollars flowing into the hands of those who wish us harm.

Conservative watchdogs and national security experts have been sounding the alarm. Indeed, they’ve been warning that our foreign aid system needed stronger protections against abuse. Those warnings, it seems, were tragically prophetic.

The full scope of the problem is staggering. More than $1.3 billion in taxpayer funds from the Biden administration ended up helping groups that sponsored or committed terrorism, according to federal watchdog reports and Congressional Research Service records.

The Biden Administration’s Fatal Mistake

Bill Roggio, senior fellow at the Foundation for Defense of Democracies, puts it bluntly.

“We should not be putting money into any country or areas where a terrorist group remains in control,” he said. “Aid, like money, is fungible. It winds up propping up these groups. It allows them to use whatever money they have to invest into their terrorist activities.”

The largest portion of mismanaged funds went to the United Nations Relief and Works Agency (UNRWA), an organization that received over $1 billion in American taxpayer money under Biden. The same organization was later discovered to have extensive ties to terrorist groups.

Intelligence officials revealed that more than 1,000 UNRWA employees – approximately 10% of their workforce – had direct links to Hamas and Palestinian Islamic Jihad. Let that sink in – 10% of the organization’s employees had terrorist connections. Your tax dollars at work, ladies and gentlemen.

The Palestinian Authority also profited handsomely from Biden’s presidency, receiving $265 million in direct funding despite Trump-era restrictions designed to prevent American money from supporting terrorism. The PA later committed to paying more than $97 million to reward the perpetrators of the October 7 attacks.

This isn’t just about money – it’s about American sovereignty and our right to ensure our generosity isn’t weaponized against us. Yet in Afghanistan, the situation proved equally troubling. The Taliban gained access to approximately $57.6 million in U.S. aid meant for the former Afghan government. Additionally, U.S.-backed humanitarian groups paid at least $10.9 million in taxes and fees directly to the Taliban regime.

As these revelations continue to surface, one question becomes increasingly clear: How did we let this happen on our watch?

America First Solutions

President Donald Trump has moved swiftly to address these serious breaches of public trust. His administration has already closed down USAID headquarters and launched a comprehensive review of all foreign aid programs. This demonstrates a commitment to protecting American taxpayer interests.

“They take our money and we give it to them, ’cause we’re gutless. We’ve effectively been on both sides of these conflicts due to the vulnerabilities of aid programs,” said Rep. Tim Burchett (R-TN), who has long fought against these dangerous policies.

Former Pentagon official Michael Rubin offers a straightforward solution.

“Make those disbursing U.S. funds liable for their decisions,” Rubin said. “If the money goes to terror proxies, then they should face penalties for negligence or even prosecution for terror finance.”

The path forward requires a return to common-sense conservative principles: strict oversight, accountability for government officials, and an unwavering commitment to putting American interests first. As the Trump administration continues its systematic review of foreign aid programs, one thing becomes clear – the era of unchecked foreign aid must end.

The American people deserve better than to have their hard-earned tax dollars funneled to those who wish us harm. It’s time to restore accountability and ensure that American generosity serves American interests.
